Per-minute limits apply as well, so one visitor cannot spend the allowance a website's own customers need. They are the same on every plan and generous enough that a normal website never meets them.
Allowances
Both allowances are for the whole account, every month. Slide to what you expect and see whether you would ever need a top-up.
The two are separate, so running out of analytics events never stops the API your website reads from.
Cancelling keeps everything working until the period you paid for runs out.
